The WSDA "Greenbook" (now renamed "The Handbook for Small and Direct Marketing Farms" was a fantastic effort at the time it was first issued in 2014 (by the Washington Department of Agriculture), to incentivize and incentivize Washingtonians interested in raw agricultural products and processing food products. It is still a great resource (but in some topics slightly or substantially outdated.
It focuses on providing a broad understanding of (even small-scale) food producer entry-points into the local food systems in Washington where producing and/or processing Washington grown, raised, and foraged food products can learn some regulatory and marketing concepts.
This resource (originally, only available in print in 2014) was marketed by its state-agency author (WSDA) as the "Greenbook". It covered aspects of products-production: legal, infrastructure food safety and other 'ins and outs' of many home-based food producer categories WSDA (then) and still regulates --or exempts from inspection -- under certain circumstances, laws, and thee agency's own "policy" interpretations (which can be in flex as laws and rules do change.)
Since its original 2014 publication, some its contents w been updated in 2019 and all of its chapters are now, also, available ONLINE .
But note, WSDA warns: "that the information in this handbook was accurate at the time of publication (2019)."
For instance, the warning applies to th 2019 pub. of the chapter titled "Fact Sheet #24" about Cottage Food. Cottage Food rules were amended substantially after the first "GreenBook was published that year. Since the 2019 revision, the Cottage Food 'chapter' was renumbered to Fact Sheet #24. In 2020 and 2023 state law have again amended the program.
There may be some printed versions of 2019 updated 'GreenBooks' in print and still available for purchase from WSDA. NOTE: According to WSDA website in early 2026: "The Handbook for Small and Direct Marketing Farms is a flagship resource from the Regional Markets Program. This handbook provides guidance for farms and food businesses looking to start, expand, or diversify their operations. This handbook is available as a hard copy - you can order a copy to be sent to you for the cost of shipping, or email us to see if there is one available for pick up in your area. "
